Actually, there is nothing to worry about here. There is ice or cold sensitive outside your gas cylinder bottle because of what is known as CONDENSATION. Condensation are drops of water that form on a cold surface when warm water vapour becomes cool. It is simply the process of a gas changing to a liquid. Condensation forms when the temperature of the gas cylinder bottle drops below the dew point. As the temperature continues to drop, the condensation on the gas cylinder bottle may turn into ice or frost. This ice or cold sensitive feeling, is exactly the same as the condensation you get on a humid day with a glass of ice water, just colder. This often occur with Propane LPG gas, as the Propane tank bottle draws in ambient heat to make Propane vaporise (boil).

LPG is stored under pressure, as a liquid in a gas bottle or container. It turns back into a gas by "boiling" into gas vapour. LPG in the gas cylinder bottle moves rapidly to the point at which it is used. Before making use of gas cylinder bottles, it passes through gas regulator where the pressure is reduced to appropriate level. As the LPG passes through the gas regulator, it expands resulting in very cold gas vapour temperatures and regulator freezing. The faster the gas is used, the colder the LPG gas cylinder bottle or gas regulator gets.
