This is a very bad practice in terms of safety of lives and properties, because LPG gas expands rapidly, so any leakage will sink and spread in low lying areas and may be difficult to disperse.

A View On Safety Practices At LPG Gas Refilling Plants
LPG gas skid operators always do soapy leak test before refilling gas cylinder bottles. This is to ensure and confirm that the cooking gas cylinders are safe for refilling. Also, being the fact that safety is a priority in LPG refilling plants, safety kit such as boots, nose cover and so on are put on to prevent cold burns and injuries. Before a cooking gas cylinder is refilled, sufficient air is released so to allow intake of new LPG gas content into it. Purging the air, inside the gas cylinder bottle is eliminated of air. LPG gas skid operators also check if the O-ring sealing rubber is missing from the gas cylinder bottle valve. O-ring sealing rubber are replaced if found wornout or widen. Gas cylinders are not refilled it O-ring sealing rubber is not in place inside the gas cylinder bottle valve.
LPG expands rapidly when its temperature rises. So, one of the advantage of refilling cooking gas at LPG refilling plants is that, gas cylinder bottles are not overfilled. Space are allowed for expansion. The pressure of LPG in a container moves spontaneously. Overfilling can cause leakage and that may lead to fire or explosions.
How Refilling Through LPG Gas Skid Filling System Works
Depending on the LPG skid built, modern LPG gas skid comes with digital scale, in which gas cylinder bottles are placed on the TARE control scale. For manual gas skid dispenser, empty gas cylinder bottles are placed on a weighing electronic digital scale.
Then, a refilling nozzle gun or piston is attached/fitted into the gas cylinder bottle valve. The LPG gas skid circuit switch is then turn on. LPG gas skid comes with gas dispenser, storage tank and nozzles. The gas pressure is control from the pipelines assembly, while the refilling is done through the gas dispenser dashboard. All calibrated. LPG gas skid refilling system is run through the help of a motor pump engine, which helps transport LPG from the storage tank, through the pipelines to the gas dispenser.
