If you have been thinking about entering the cooking gas business in Nigeria, you may have come across the idea that ₦1 million is enough to start small.
But is that really true?
the short answer is: it can be possible to enter the small-scale LPG retail business with around ₦1 million, but the actual amount depends on your location, business model, regulatory requirements and current LPG prices.
It is also important to understand that starting a small retail business is very different from building an LPG plant.
What Does Small-Scale LPG Retail Mean?
A small-scale LPG retailer or reseller operates at the retail end of the LPG business rather than running a large storage or refilling gas plant.
This is why the amount needed can be considerably lower than the capital required for a full LPG plant. However, the business is still regulated because LPG is a flammable petroleum product.
So, having money to rent a shop does not automatically mean you are ready to start operating.
Is ₦1 Million Enough to Start?
For someone starting on a small scale, ₦1 million can be a starting point, but I would not describe it as a fixed amount that everybody needs. The cost will depend on where you want to operate.
For example, a small shop in a less expensive area may have a very different starting cost from a shop in a busy part of Lagos.
Your budget also has to cover more than the shop itself. You need to think about:
- Premises and rent
- Regulatory and compliance expenses {fire service approval, local union fee and so on}
- Safety requirements
- Business expenses
- Initial working capital
- Transportation and logistics
- Branding and other basic business costs
- Money reserved for unexpected expenses
This is why simply saying “₦1 million is enough” without explaining the circumstances can be misleading.
Don't Spend the Whole ₦1 Million on Setup
This is one of the biggest mistakes a new business owner can make. If you have ₦1 million available, it does not mean you should spend the entire amount before the business starts generating revenue.
A business needs working capital. You may have rent and other startup expenses, but you will still have regular operating costs after opening.
It is therefore better to think about your money as startup expenses + working capital + emergency reserve.
The exact amount allocated to each category depends on the business and location.
LPG Prices & Startup Equipments Can Change Your Starting Capital
One important part of the retail reseller is the price of LPG itself. Cooking gas prices in Nigeria are not fixed throughout the year, and that can seriously affect retail reseller shops, as they depend on gas plants for purchase and price updates.
In June 2026, NMDPRA said LPG prices in parts of the South-West were significantly above its indicative range. By early August, BusinessDay reported that retail prices had fallen to around ₦1,400 per kg in major cities for gas plants, following increased imports intended to address supply shortages....then went as high as ₦2,000 per kg from retail resellers to end-users.
That difference shows why an old LPG startup budget can become outdated very quickly.
If you are planning a business today, you should use current prices and equipments for startup, rather than copying figures from an article written several months or years ago.
Your Location Matters
The cost of starting an LPG retail business is not the same everywhere in Nigeria. Rent is different from one neighbourhood to another.
Another thing is that customer demand is different, also competition is different. Let's not forget that transportation costs can also be different, as major gas store may operates far from your setup location.
Most importantly, the suitability of a location for an LPG-related business must be considered before you commit money to the premises. You should visualize the future of your business in the location. Ask yourself "can I get back my investment in this location"?
Regulatory Approval Is Part of the Cost
LPG retailing is not like opening an ordinary provisions shop.
The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) regulates the midstream and downstream petroleum sector in Nigeria.
Therefore, anyone planning to enter the business should first confirm the current requirements that apply to the particular type of LPG retail activity they intend to undertake.
Do not rely only on what another gas seller tells you. Requirements can change, and the rules applicable to one type of operation may not be the same as those applicable to another.
Safety Should Come Before the Budget
There is another reason I would advise beginners to take the planning stage seriously.
LPG is a flammable product.
A retail business therefore needs to take safety and regulatory requirements seriously from the beginning.
NMDPRA has previously taken enforcement action against LPG retail outlets that violated applicable requirements. The regulator has also warned LPG retailers against unsafe practices such as transferring LPG between cylinders.
So the question should not simply be "how cheaply can I start?”
It should be "how can I start legally and safely within the amount I can afford?”
That is a much better question for someone entering the LPG business.
What About a Container Shop?
Some people consider using a container because they believe it will automatically make the business cheaper than renting a normal shop.
That is not necessarily the case.
The cost of the premises is only one part of the business. You also have to consider whether the proposed location is suitable for the intended LPG activity and whether it can meet the applicable regulatory and safety requirements.
So don't buy a container first and start looking for approval afterwards. The best approach is to get understanding on the requirements for the proposed operation and location before making major financial commitments.
Small-Scale Retail Is Not the Same as an LPG Plant
This distinction is very important.
If someone asks:
“How much do I need to start an LPG business?”
The answer can be very different depending on what they mean.
A small retail/reseller operation is one thing. An LPG refilling plant is another.
A larger storage or distribution operation is another. The capital requirements, infrastructure and regulatory requirements can be very different.
That is why a person with ₦1 million should not assume they can build a complete LPG plant with the same amount.
What Should a ₦1 Million Beginner Focus On?
Instead of immediately spending the money, I would first answer these questions:
1. Are you looking at a small retail operation or something much larger?
Can a Small LPG Retailer Make Money?
A small business can make money, but the amount of capital you start with does not guarantee profit. The fact is your results will depend on factors such as customer demand, competition, purchase costs, selling prices, operating expenses and how well the business is managed.
This is why I would be careful with anyone promising that you will make a particular amount every day simply because you started an LPG retail business. There is no guaranteed daily profit.
Option 1: Using a Container
A small LPG retail business can be started with about ₦1 million, including the money needed to purchase your initial stock.
For a container setup, the estimated expenses may include:
- 6ft × 6ft container: about ₦350,000 - ₦400,000, depending on the current market price.
- Black LPG hose: about ₦26,000.
- 150kg weighing scale: about ₦52,000 - ₦65,000.
- 6kg fire extinguisher: about ₦15,000.
- Banner/signboard: about ₦25,000.
- Bucket for sand: about ₦6,000.
- Other basic items: about ₦14,000.
- Shop/container flooring: You may need about four cartons of tiles, cement, sharp sand and workmanship. The total cost may be around ₦60,000, depending on current material and labour prices.
- Land/location: This depends on the area. For example, if the space costs ₦2,000 per month, 12 months would be ₦24,000.
After covering these basic expenses, the remaining money can be used as working capital and for purchasing initial LPG stock.
Option 2: Renting a Normal Shop
Instead of using a container, a beginner can consider renting a small shop.
Based on the estimates presently, although location differs, rent could be around ₦70,000 - ₦150,000, or up to about ₦200,000 in some locations.
Other estimated expenses include:
- Two used 50kg cylinders: about ₦150,000 -₦160,000.
- Weighing scale: around ₦70,000 - ₦100,000, depending on the type and capacity.
- Fire extinguisher: around ₦15,000 - ₦25,000, depending on the type and size.
- Refilling accessories such as valves and related items: around ₦30,000 - ₦50,000.
- Initial LPG stock: the amount will depend on the current market price of LPG and how much stock you intend to start with.
- Simple banner: around ₦10,000 for basic identification and advertising.
- Burners and other related products: you can also add a small selection of cooking accessories if you intend to sell them alongside LPG.
The exact figures will vary depending on your location and current market prices.
Don't Forget the Regulatory Side
You need to keep at the back of your mind that sstarting an LPG retail business is not only about getting a shop, equipment and stock.
Before starting operations, you should find out the applicable NMDPRA requirements, as well as relevant fire-safety and local requirements for your location. Some operators may also choose to join relevant union or associations after establishing their business.
The important thing is to confirm what is legally required for your specific type of LPG retail operation before spending your money.
Is ₦1 Million Enough?
Based on these estimates, ₦1 million can provide a starting point for a small LPG retail business, especially when you keep the operation simple.
However, the budget should not be treated as a fixed price. Rent, LPG prices, equipment and other costs can change from one location to another.
It is also wise to keep some money aside as working capital rather than spending the entire ₦1 million on setting up the shop.
