Registering your business with the Corporate Affairs Commission (CAC) gives your operation legitimacy and allows you to open business bank accounts, work with suppliers, and expand in the future. • ATC (Approval to construct)
• LTO (Licence to Operate).
1. Site Suitability Approval (SSA)
This is the first stage.
DPR/NMDPRA inspects the location you want to use and confirms:
The land is safe for LPG operations
> Proper distance from schools, markets, filling stations, and residential areas
> Road access is good for LPG trucks
> Environmental considerations are met
If the site is approved, they issue you a Site Suitability Approval (SSA).
2. Approval to Construct (ATC)
Once the site is approved, the next step is applying for permission to build the plant.
Here, you submit:
a. Engineering drawings
b. Process flow diagrams
c. Fire & safety plan
d. Environmental Impact Assessment (where required)
e. Storage tank specifications
f. Plant layout
DPR/NMDPRA reviews everything to be sure construction will meet safety standards.
You get an Approval to Construct (ATC) if everything is correct.
3. Licence to Operate (LTO)
This is the final stage.
After construction is completed, DPR/NMDPRA will:
> Inspect the plant
> Check safety equipment
> Test the tanks and fittings
> Verify fire extinguishers, gas detectors, water system
> Check staff training certificates
If the plant meets requirements, they issue the Licence to Operate (LTO).
Once you have this, you can officially start operating your LPG plant.
Before you even apply for your site Suitability approval, of course your business should be registered. You need your certificate of incooperation, you need your article of memorandum, tax Clarence certificate. With the certificate, then you apply for your site Suitability. Now before you buy that land, make sure you apply for site Suitability, you invite the dpr, to check if the land is suitable for construction or not. The mistake client often make is, they will buy the land, then invite dpr for site Suitability. DPR will come there, and tell you - that is if you haven't done the due diligence of course, they can tell you the land is not suitable for construction.
