Starting from empty, always assume LPG is 0.56kg = 1 litre. Never exceed 80% capacity. For example, 12.5kg cylinder bottle hold 26 litres of LPG gas, less safety volume of 20%. So, the 12.5kg cylinder bottle should hold no more than 20 litres of LPG gas from empty.
Overfilling a gas cylinder bottle can be dangerous. Gas leaks may cause fires or explosions. An empty gas cylinder bottle is rare to overfill, as you already know how much of LPG gas should contained in it. However, if you have gas reminant in your gas bottle, it is very important to scale so you know approximately how much of LPG gas needed to be refilled. On a digital scale, the difference between the Tare (empty) weight and scale reading should tell you approximately how much LPG gas remaining in the gas bottle. Scaling prevent the possibility of overfilling.
Unfortunately, most people finds it difficult to use the scale and depends solely on the gas bottle technical info stamped on the neck ring. It is also not a good idea to judge refilling based on the info details stamped on the gas bottle. Some gas cylinder bottles are incorrectly not accurate, mostly substandard gas bottles. And besides that, this info only shows both the Net weight and LPG worth (LW) of the gas bottle, while a scale shows you the total weight of an empty cylinder bottle. Along with the gas bottle dimensions and material used, greatly influence the weight. Aluminum gas bottles seems to be more heavier than steel tanks.
The best thing to do to prevent overfilling is to know the LPG worth of the gas cylinder bottle. Luckily, most manufacturers have this info stamped on gas bottles. You can find this info on top handle or bottom dimension of cylinder bottles. But note, some gas bottles with printed Net Weight on the body does not signify the LPG worth, but just the Tare (empty) Weight. For example, a 3kg has bottle does not necessarily means the LPG worth. It is very important to check properly for this info (LPG Worth and Tare Weight) before refilling any gas bottle. Some gas cylinders have great in to stamped on them to help you with this.
Using a scale can be confusing most times, especially if the gas bottle has gas leftovers in it. This is the main cause of overfilling mostly at gas plants and refilling sites. For example, older cylinder bottles tend to weigh heavier than modern bottles. A scale WILL only give you the total weight, which includes both the gas bottle Tare worth and the LPG gas reminant, making it so difficult to actually know what LPG capacity it should hold. For example, a 50kg cylinder bottle with 3 litres of LPG reminant, on a scale, that may weigh over 53kg, which has exceeded the normal KG known for the Net Weight of 50kg (note, an empty 47kg net weight has both could weigh more on a scale). Now, to know approximately how much LPG should be refilled, check for the LPG worth. A 50kg gas cylinder bottle LPG worth is 100.2 litres. This is well stamped on the bottle if you look closely. So, for a 50kg gas cylinder with 3 litre gas leftovers, here is the refilling:
3 litres - 100.2 litres = 96 litres
